„1 bis. ‘1a. Taking into account the nature, scale and complexity of the activities of the institutions supervised, Member States shall ensure that the competent authorities monitor the adequacy of the institutions’ credit assessment processes, assess the use of references to credit ratings issued by credit rating agencies as defined in Article 3(1)(b) of Regulation (EC) No 1060/2009 of the European Parliament and of the Council of 16 September 2009 on credit rating agencies , in their investment policies and, where appropriate, encourage mitigation of the impact of such references, with a view to reducing sole and mechanistic reliance on such credit ratings.

46. verzoekt de Commissie maatregelen in te voeren die de lidstaten van de institutionele mogelijkheden moeten voorzien om effectieve nationale actieplannen voor te bereiden en te implementeren, onder meer ook in de vorm van officieel toezicht en dito kwaliteitscontroles op bepaalde maatregelen, o.a. wat betreft de verplichtingen die voor een energiecertificaat voor gebouwen te vervullen zijn, en om onderrichts- en opleidingsprogramma's over energie-efficiëntie voor het publiek te verzorgen; vraagt de Commissie ook een openbare gegevensbank voor de energie-efficiëntiemaatregelen van de lidstaten en/of de kritieke punten bij de toepassing daarvan aan te leggen;

Calls on the Commission to adopt the measures needed to equip Member States with the institutional capacity to prepare and implement effective National Action Plans, including official monitoring and quality control of individual measures, inter alia those arising from obligations relating to the energy certificates of buildings, and for supporting public education and training programmes in energy efficiency; calls on the Commission to establish a public database of Member States' energy efficiency measures and/or of critical elements of their application;
