Is concerned that the benefits of oil and gas exploitation and transportation in the Black Sea are increasingly dependent on the level of militarisation triggered by the illegal annexation of Crimea by Russia and the subsequent build-up of its capabilities in the area; reaffirms that, given the potential for instability and, in particular, Europe’s dependence on the Black Sea for the transit of energy supplies, the EU has a strategic interest in deterring regional actors from brinkmanship and, for that purpose, may need to mobilise European naval and airspace assets to the Black Sea; appeals to the Member States to take the steps needed to guarantee the security of exploitation of oil and gas and transportation in the Black Sea region;

8. verzoekt om uitbreiding van de milieueffectbeoordelingsrichtlijn tot alle fasen van offshoreprojecten (verkenning en exploitatie) en verzoekt om specifieke eisen die aan milieueffectbeoordelingen moeten worden gesteld in geval van diepe wateren, complexe boorputten, moeilijke booromstandigheden en transport van olie en gas via pijpleidingen op of onder de zeebodem; is daarnaast van oordeel dat de Commissie ervoor moet zorgen dat milieueffectbeoordelingen voor door nationale autoriteiten goed te keuren offshoreprojecten ook betrekking moeten hebben op de procedures die exploitanten moeten volgen tijdens stilleggingen; verzoekt de Commissie de rechtsvoorschriften inzake milieueffectbeoordelingen tegen het licht te houden en daarin vast te leggen dat de beoordelingen moeten worden uitgevoerd door deskundigen die onafhankelijk zijn van de opdrachtgevers;
8. Calls for an extension of the Environmental Impact Assessment (EIA) Directive to cover all offshore projects phases (exploratory and operational) and calls for specific requirements for EIAs in the case of deep water, complex wells, challenging drilling conditions, and transfer of oil/gas by underwater pipelines located on/under the seabed; considers, furthermore, that the Commission should ensure that EIAs for offshore projects approved by national authorities also cover the procedures operators must follow during decommissioning; calls on the Commission to reassess the legal provisions on EIAs and lay down therein that environmental impact assessment procedures must be entrusted to experts who are independent of the client;

2. Member States shall ensure that operators and owners provide the competent authority, or any other persons acting under the direction of the competent authority, with transport to or from an installation or vessel associated with oil and gas operations, including the conveyance of their equipment, at any reasonable time, and with accommodation, meals and other subsistence in connection with the visits to the installations, for the purpose of facilitating competent authority oversight, including inspections, investigations and enforcement of compliance with this Directive.
