At the time of first reading, Parliament adopted some amendments. These included the obligation for the flag state to ensure that inspectors and investigators have the correct training and to create capacities for assessment, approval and authorisation of ship and equipment building, the obligation for Member States to obtain documentary evidence of ships’ compliance with international standards – if a ship is not newly built, the Member State is obliged to liaise with the previous flag state and ask it to pass on the necessary documents and data – and the maintenance of a fleet database, which must include the main technical information on each ship, including infringements of IMO conditions.

2. De Commissie baseert zich bij de keuze van de te beoordelen erkende organisaties vooral op de veiligheids- en verontreinigingspreventiescore van de erkende organisatie, het ongevallencijfer en de door de lidstaten overeenkomstig artikel 14 van Richtlijn ././EG [inzake naleving van de vlaggenstaatverplichtingen en gemeenschappelijke voorschriften en normen voor met de inspectie en controle van schepen belaste organisaties en voor de desbetreffende werkzaamheden van maritieme instanties] geproduceerde rapporten.
2. In selecting the recognised organisations for assessment, the Commission shall pay particular attention to the safety and pollution prevention performance of the recognised organisation, to the casualty records and to the reports produced by Member States in accordance with Article 14 of Directive ././EC [on compliance with flag State requirements and on common rules and standards for ship inspection and survey organisations and for the relevant activities of maritime administrations] .
