However, there needs to be a clear framework of standards within international organisations. This can come about through strengthened dialogue within these organisations, particularly with regard to the compulsory implementation of these standards in trade agreements and the necessary surveillance mechanisms and incentives, along with strengthened arbitration panels. The instruments of the generalised system of preferences (GSP) which enable the EU to grant trade preferences unilaterally may represent a chance to better identify which parties should benefit, taking into account their respective levels of development and monitoring of their commitments.
