B. overwegende dat er in 2009 in de EU en haar buurlanden 161.000 mensen met hiv besmet zijn geraakt, waardoor het aantal hiv-patiënten volgens schattingen van UNAIDS en de WGO tot in totaal meer dan 2,2 miljoen is opgelopen;
