20. is verheugd dat de Commissie in haar vademecum beoogt mogelijke tegenstrijdigheden op te lossen tussen de bepalingen van ICBE III en de MiFID-richtlijn inzake distributie, inducements en gedragsregels; betreurt het evenwel dat de Commissie deze richtsnoeren niet vóór de tenuitvoerlegging van de MiFID-richtlijn door de lidstaten heeft gepubliceerd; verzoekt de Commissie rekening te houden met de uitvoeringswet- en -regelgeving van de lidstaten en duidelijkheid te verschaffen over de juridische status van het vademecum en zijn verhouding tot de CEER-maatregelen van niveau 3 en tot de vragen en antwoorden van de Commissie over de MIFID;

Welcomes the Commission's intention to solve possible conflicts between the provisions of UCITS III and MiFID on distribution, inducements and conduct of business rules in its vade-mecum; regrets, however, that the Commission has not published that guidance before the implementation of MiFID by the Member States; calls on the Commission to take account of Member States' implementing laws and regulations and clarify the legal status of the vade-mecum and its relation to CESR Level 3 measures as well as to the Commission's Questions and Answers on MiFID;

My services have now almost completed a full update of a vade mecum offering a concise overview of the basic EU rules on state aid. The vade mecum does not aim to provide an exhaustive description of the rules. Instead, it focuses on the issues that are most relevant for people involved in regional development.
