In overeenstemming met het Verdrag van de Verenigde Naties inzake het recht van de zee (UNCLOS) van 10 december 1982 en de internationale praktijken dient de EU het antisubsidie-instrument ook toe te passen op goederen bestemd voor gebruik op het continentaal plateau of in de exclusieve economische zone van de lidstaten.

De partijen bij het Verdrag van Ottawa inzake het verbod van het gebruik, de aanleg van voorraden, de productie en de overdracht van anti-personeelmijnen en inzake de vernietiging van deze wapens zijn ingenomen met de eerste continentale conferentie van Afrikaanse deskundigen over landmijnen, die in mei 1997 is gehouden in Zuid-Afrika.
