Underlines the need to improve the EU’s business environment as well as to raise productivity levels, through a balanced mix of public and private education and innovation policies; stresses that the EU’s single market is still fragmented and that the Union economy is suffering from a lack of innovation, while innovation is key to growth and productivity and fostering it is therefore crucial to improve the international competitiveness of the EU; takes note, in this context, of the proposal contained in the Five Presidents’ Report; recalls the importance of sound business regulation for the success of the EFSI; calls, therefore, for the development of the capital market, the removal of administrative barriers (where doing so would not undermine essential protection for workers and consumers), cutting red tape, strengthening the quality and efficiency of Member States’ judicial systems, action against tax avoidance, tax evasion and tax havens, and the reform of Member States’ tax and legal systems; stresses the importance of avoiding ‘one size fits all’ policies; stresses that the qualitative improvement of administrative capacity at all levels of government is a key priority in many Member States; recalls the need to tackle undeclared work, which is damaging the EU economy and leading to unfair competition and market distortions with a consequent increasing lack of social and employment protection for workers; calls, therefore, for the swift entry into force of the European platform against undeclared work;

Recommends that the Commission evaluate the impact of Structural Funds and existing and future programmes in the field of culture, research, tourism, audiovisual media, youth, education, training, and of those factors which impede or restrict the take-up of the available appropriations, thus drawing lessons from political experience and from existing projects and studies in order to design post-2013 cohesion policy that would help exploit the full potential of the cultural sphere, and particularly that of the creative industries, also recognising the benefits of a vibrant CCI sector for increasing EU competitiveness on a global scale, by creating an environment where creativity, innovation and enterprise are fostered and valued; urges the Member States to involve regional and local authorities from the very early stages of negotiations on legislation and on programmes benefiting from the Structural Funds so as to allow a timely dialogue between the different layers of government; underlines the need for a simpler architecture for the Funds, with harmonised rules, as a general principle of the future cohesion policy, in order to increase the administrative capacity of the relevant bodies and to avoid discouraging potential partners from taking part in projects;

Recognises the crucial role of democratic ownership and parliamentary oversight within developing countries for ensuring aid effectiveness, the need for the EU to provide resources and capacity development support to developing country parliaments to ensure that they have sufficient capacity to engage in scrutiny and oversight of their governments' budgets and the importance that better reporting of the results to the European Parliament, civil society and the Member States can help build confidence in Community programmes, increase accountability and permit more strategic forms of oversight; in this respect, calls on the Commission to propose a new indicator to monitor parliamentary scrutiny;

As the European Parliament stressed in its resolution A5-317/2002, the adoption of the acquis communautaire relating to gender equality is an absolute condition before accession, as it is essentially a human rights issue and, if the applicant countries are to fully implement the acquis it is vital that they put in place the necessary institutions or strengthen their institutional and administrative capacity in this field.
