V. whereas the ‘Report on the Protection of Civilians in the Armed Conflict in Iraq: 1 May – 31 October 2015 on the situation in Iraq’ by the Office of the UN High Commissioner for Human Rights and by the UN Assistance Mission for Iraq – Human Rights Office, published on 19 January 2016, states that: ‘The violence suffered by civilians in Iraq remains staggering.

8. verzoekt de EDEO en de Commissie hun uiterste best te doen de Iraakse regering en UNAMI (de VN-missie voor bijstand aan Irak) te ondersteunen bij de bescherming van de burgerbevolking in Fallujah en elders, en ernaar te streven de veilige doorgang van burgers die in de conflictgebieden vastzitten en de veilige terugkeer van binnenlands ontheemden, als de omstandigheden dat toestaan, te waarborgen;

Calls on the EEAS and the Commission to do their utmost to support the Iraqi Government and the UN Assistance Mission for Iraq (UNAMI) in protecting the civilian population in Fallujah and elsewhere so as to try to ensure the safe passage of civilians trapped in conflict areas and the safe return of internally displaced persons as conditions allow;

Article 27(1)(d), and 27(2) insofar as it refers to the persons and entities covered by Article 27(1)(d), shall not apply with respect to funds, other financial assets or economic resources that are required to carry out the activities of the DPRK's missions to the UN and its specialised agencies and related organisations or other diplomatic and consular missions of the DPRK, or to any funds, other financial assets or economic resources that the Sanctions Committee determines in advance on a case-by-case basis are required for the delivery of humanitarian assistance, denuclearisation or any other purpose consistent with the objectives of UNSCR 2270 (2016)’.

24. wijst op de noodzaak de coördinatie van donoren in Afghanistan onder leiding van de VN-missie voor bijstand in Afghanistan te verbeteren en is van mening dat de Commissie de onderlinge coördinatie van ontwikkelingshulp tussen de lidstaten moet versterken met het oog op een grotere doelmatigheid en verbeterde zichtbaarheid van de steun van de Europese Unie;
24. Stresses the need to improve donor coordination in Afghanistan under the leadership of the United Nations Assistance Mission in Afghanistan, and believes that the Commission should strengthen assistance coordination among Member States in order to improve effectiveness and to increase the visibility of EU support;

De HV is tevens gemachtigd, naar gelang van de operationele behoeften van de missie, gerubriceerde EU-informatie tot het niveau van „RESTREINT UE/EU RESTRICTED” die ten behoeve van de missie zijn opgesteld, overeenkomstig Besluit 2011/292/EU vrij te geven aan de Verenigde Naties (VN) en de Afrikaanse Unie (AU).
