(8 bis) De financiering van programma's en activiteiten ter bevordering van de rechten van de vrouw en van gendergelijkheid is bepalend voor de wijze waarop de verbintenis van het VWEU tot gendergelijkheid in de EU-begroting tot uiting komt. De Commissie moet de te financieren programma's en acties dan ook selecteren door de voorstellen te evalueren aan de hand van vooraf vastgestelde criteria die met name rekening houden met de Europese toegevoegde waarde op het vlak van gendergelijkheid en de bestrijding van alle vormen van geweld tegen vrouwen.
(8a) Funding for programmes and activities that promote women's rights and gender equality is key to ensuring that the EU budget reflects the TFEU's commitment to gender equality, therefore the Commission should select programmes and actions for funding by assessing the proposals against pre-defined criteria which take particular account of European added value in terms of gender equality and combating violence against women in all its forms.

Calls for the VP/HR to put forward proposals for boosting the EEAS’ capacities with regard to conflict prevention and peace-building, with particular reference to the Gothenburg Programme, and to further expand the EU‘s capacity to prevent conflict and provide mediation, dialogue and reconciliation capacities alongside its better-resourced crisis management capacities; calls, as a matter of priority, for stock to be taken of EU policies in the area of conflict prevention and peace-building, with a view to the VP/HR reporting back to Parliament on proposals for strengthening the Union’s external capacity and responsiveness in this area; welcomes the proposal by the Commission and the EEAS to introduce a budget line amounting to EUR 500 000 for Conflict Prevention and Mediation Support Services in the EEAS budget for 2013, following the successful completion at the end of this year of a preparatory action proposed by Parliament; calls on the VP/HR to enhance the participation of women in conflict prevention, mediation, dialogue and reconciliation and peace-building mechanisms;

Calls for a comprehensive assessment to identify the population's short-term and long-term needs and establish the EU's involvement in the reconstruction process, covering the three phases of emergency aid, rehabilitation and reconstruction; asks the Commission to proceed as soon as possible to an evaluation of the European response to the humanitarian crisis in Haiti and present proposals with a view to further improving EU actions in respect of similar situations in the future;

This strand of the general programme Security and Safeguarding Liberties will be directly managed by the Commission and will be implemented by two main types of action: calls for proposals to fund projects presented in the framework of the objectives envisaged and actions directly developed by the Commission in order to achieve the objectives mentioned but also to monitor and assess the results and to suggest adaptations and modifications if needed.

21. 21. In order to effectively monitor and evaluate Regional Protection Programmes the Commission will ensure that projects proposed under the AENEAS Call for Proposals, which will constitute the Regional Protection Programmes, are coordinated to deliver results in broadly the same time period so that through using interim reporting and frequent monitoring interventions, continuity can be assured between the initial programmes and the necessary follow-up work.
