IN-CONTEXT TRANSLATIONS

* Werkgelegenheidsrichtsnoeren en -aanbevelingen: Het voorstel van de Commissie over de werkgelegenheidsrichtsnoeren en de daarmee verbonden aanbevelingen zal na de voorjaarsconferentie van de Europese Raad samen met de GREB-aanbeveling worden ingediend als onderdeel van het richtsnoerenpakket.

Derhalve werd het volgende overeengekomen: de Europese Raad stelt jaarlijks op voorstel van de Commissie de Europese werkgelegenheidsrichtsnoeren op; met deze richtsnoeren dient rekening te worden gehouden in de nationale actieplannen (NAP's), die worden beoordeeld door middel van het gezamenlijk verslag over de werkgelegenheid van de Commissie en de Raad, teneinde de richtsnoeren voor het volgende jaar vast te stellen; sinds 2000 richt de Raad op voorstel van de Commissie specifieke aanbevelingen tot de lidstaten ter aanvulling van de werkgelegenheidsrichtsnoeren.
Under this new framework, policy co-ordination would be fostered by a "management by objectives" approach. Accordingly : European Employment Guidelines are decided each year by the Council following a proposal from the Commission ; these Guidelines have to be taken into account in national action plans (NAPs), which are assessed through the Joint Employment Report from the Commission and the Council, with a view to set the next annual guidelines. Since 2000, the Council, following a proposal from the Commission, issues specific recommendations to Member States, in order to complement the Employment Guidelines.

14. In dit verband moeten de werkgelegenheidsrichtsnoeren hun ruime bereik behouden (alle beleidsmaatregelen die bijdragen tot de werkgelegenheidsdoelstelling; geïntegreerd karakter van de Europese Werkgelegenheidsstrategie) en ook hun rol als voornaamste instrument voor het bepalen van de principes en modaliteiten van de beleidscoördinatie op werkgelegenheidsgebied, in volle overeenstemming met de GREB. Stroomlijning tussen de GREB en de werkgelegenheidsrichtsnoeren zal dus maatregelen vergen om hun aanvullende karakter te versterken door een beter onderscheid aan te brengen tussen de "globale" werkgelegenheidsaanbevelingen in de GREB, die het algemene economische beleidskader aangeven, en de meer specifieke richtsnoeren en aanbevelingen, die onder de Europese Werkgelegenheidsstrategie vallen.
14. In this context, the EGs must, on the one hand, keep their wide policy scope reflecting the range of policies contributing to the employment objectives and the integrated nature of the EES and, on the other hand, their role as the main tool for defining the principles and modalities of policy co-ordination in the employment area, in full consistency with the BEPGs. Therefore, a streamlining between the BEPGs and the EGs would require that steps be taken to strengthen the complementary character of the BEPGs and the EGs by better differentiating between the 'broad' recommendations on employment in the BEPGs that would establish the general economic policy framework, and the more specific guidelines and recommendations under the scope of the policies covered by the EES.

In het Verdrag is voorts bepaald dat de Raad ten behoeve van de aansturing van het beleid van de lidstaten en de Unie globale richtsnoeren en werkgelegenheidsrichtsnoeren voor het economisch beleid dient vast te stellen.

Considers that the common principles of flexicurity should be taken up as a cross-cutting issue and implemented by the Community institutions and the Member States within the framework of the Lisbon Strategy; calls for a revision of the Employment Guidelines to allow aspects of flexicurity to be taken into account; and also for the inclusion of a specific chapter regarding the quality and strength of social dialogue in the annual Joint Employment Report; calls on the Commission and the Member States to involve Parliament and national parliaments as well as the social partners more effectively, in accordance with national custom and practice, in the implementation and monitoring of the Open Method of Coordination, including the European Employment Strategy and the Employment Guidelines in order to optimise the efficiency of those policies; notes that the measures that fall within the Employment Guidelines, including flexicurity, are eligible for ESF support, in particular training and active labour market measures, and calls on Member States to ensure that ESF programmes contribute to the implementation of the European Employment Strategy and to flexicurity strategies;

De Commissie wil eveneens geïntegreerde richtsnoeren voorleggen, die de werkgelegenheidsrichtsnoeren en de globale richtsnoeren voor het economisch beleid in één document combineren.
It is also planning to put forward integrated guidelines for both employment and the broad economic policy guidelines in a single document.

(22) Behalve aan de ondersteuning van deze werkgelegenheidsrichtsnoeren moeten de lidstaten volledig uitvoering geven aan de globale richtsnoeren voor het economisch beleid en ervoor zorgen dat de maatregelen volledig stroken met het doel de openbare financiën gezond te houden en de macro-economische stabiliteit in stand te houden met de in de werkgelegenheidsrichtsnoeren vermelde doelstellingen en prioriteiten zal terdege rekening worden gehouden in de globale richtsnoeren voor het economisch beleid.
(22) In addition to supporting these Employment Guidelines, Member States should fully implement the Broad Economic Policy Guidelines and ensure that action is fully consistent with the maintenance of sound public finances and macro-economic stability. The objectives and priorities emphasised in the Employment Guidelines will be properly taken into account in the BEPG.

9. is van mening dat het inkomensverschil tussen mannen en vrouwen een kernprioriteit is voor aanpassingen in reactie op de conclusies van de Europese Raad van Stockholm en is verheugd over het voorstel van het Raadgevend comité gelijke kansen voor mannen en vrouwen om in de werkgelegenheidsrichtsnoeren voor 2002 doelen met tijdschema op te nemen om het inkomensverschil tussen mannen en vrouwen te verminderen; roept de Commissie op om in het kader van de Europese werkgelegenheidsstrategie en de werkgelegenheidsrichtsnoeren verder te blijven ijveren voor specifieke maatregelen die de loonkloof bestrijden en hierbij ook precieze kwantitatieve doelstellingen en streefdata vast te stellen; verlangt dat zij bij het nazicht van de nationale actieplannen voor de werkgelegenheid echte vooruitgangsrapporten opstelt omtrent gelijk loon;
9. Considers that the gender pay gap is a core priority for adjustment in response to the conclusions of the Stockholm European Council and welcomes the proposal of the Advisory Committee on Equal Opportunities to include in the Employment Guidelines for 2002 the establishment of targets with timescales to reduce the gender pay gap; calls on the Commission, within the framework of the European employment strategy, in connection with the employment guidelines, to continue to devote itself to specific measures for combating the wage gap by introducing precise quantitative and timescale objectives; requests it, in monitoring National Action Plans for Employment, to draw up actual progress reports concerning equal pay;
