In haar mededeling van 28 november 2012 getiteld "Blauwdruk voor een hechte economische en monetaire unie — Aanzet tot een Europees debat"[10] stelde de Commissie een ‘versterkte democratische legitimiteit en verantwoordingsplicht’ voor als een noodzakelijk onderdeel van elke hervorming van de Europese Unie. Dat werd ook onderstreept in het verslag "Naar een echte economische en monetaire unie", dat is opgesteld door de voorzitter van de Europese Raad, in nauwe samenwerking met de voorzitter van de Commissie, de voorzitter van de Eurogroep en de president van de Europese Centrale Bank[11]. Hierin wordt betoogd dat democratische legitimiteit en verantwoordingsplicht essentieel zijn voor een echte economische en monetaire Unie.

On behalf of the European Community, the Commission has negotiated an Agreement with the West African Economic and Monetary Union on certain aspects of air services in accordance with the mechanisms and directives in the Annex to the Council Decision authorising the Commission to open negotiations with third countries on the replacement of certain provisions in existing bilateral agreements with a Community Agreement.
