12. is bezorgd over het Commissievoorstel om EU-kandidaat-lidstaten en potentiële kandidaat-lidstaten, waaronder de landen van de Westelijke Balkan en Turkije, als veilige landen van herkomst aan te merken met betrekking tot asielaanvragen; is van mening dat de procedurele rechten van burgers uit die landen daardoor aanzienlijk zouden worden beperkt in de asielprocedure; vestigt de aandacht op het feit dat de benadering die gebaseerd is op 'veilige landen' de mensenrechten ondermijnt, met name van mensen die behoren tot kwetsbare groepen, zoals minderheden of LGBTI-personen; herinnert eraan dat burgers van de Westelijke Balkan-landen in 2014 een gemiddeld erkenningspercentage hadden van bijna 5% en in sommige lidstaten als Finland en Italië van wel 50%; wijst erop dat de situatie met betrekking tot de mensenrechten en burgerlijke vrijheden in kandidaat-lidstaten vaak geen prioriteit is voor de Commissie, en dat het misleidend is om te suggereren dat de mensenrechten in die landen niet langer worden geschonden;
12. Is concerned about the Commission proposal to declare EU accession countries and potential candidate countries for accession, including the countries of the Western Balkans and Turkey, as safe countries of origin for the purposes of asylum; considers that the procedural rights of citizens of those countries would, as a consequence, be significantly limited in the asylum procedure; draws attention to the fact that the approach based on the concept of ‘safe countries’ undermines human rights, especially those of people belonging to vulnerable groups, such as minorities or LGBTI persons; recalls that in 2014 nationals from the Western Balkans had an average recognition rate of nearly 5 % and a recognition rate of up to 50 % in some Member States such as Finland and Italy; points out that the situation as regards human rights and civil liberties in accession candidate countries is often not a priority for the Commission, and that it is misleading to suggest that human rights violations no longer exist in those countries;

Tot slot wil ik even stilstaan bij het wetenswaardige feit dat toen in 1999 het Finse voorzitterschap begon, de toenmalige president van Finland, de heer Martti Ahtisaari aan het onderhandelen was over de vrede in Kosovo en de Westelijke Balkan.
