During 2006, the three Scientific Committees[32], namely the Scientific Committee on Consumer Products (the SCCP), the Scientific Committee on Health and Environmental Risks (the SCHER), and the Scientific Committee on Emerging and Newly Identified Health Risks (the SCENIHR), adopted a wide range of opinions covering such matters as certain hair dyes (as part of a review of possible cancer risks), the safety of sun beds, existing substances under Regulation 793/93, other substances like organotins, the possible effects of substances released by air freshener products, the effect of electromagnetic fields on human health and the appropriateness of existing methodologies for assessing the risks of nanomaterials.

Naar aanleiding van de publicatie van de wetenschappelijke studie „Use of permanent hair dyes and bladder cancer risk” in 2001 concludeerde het Wetenschappelijk Comité voor cosmetische producten en voor consumenten bestemde niet-voedingsproducten, dat nadien door het Wetenschappelijk Comité voor consumentenproducten (WCC) werd vervangen bij Besluit 2004/210/EG van de Commissie van 3 maart 2004 tot instelling van wetenschappelijke comités op het gebied van de consumentenveiligheid, de volksgezondheid en het milieu , dat de mogelijke risico's van het gebruik van haarkleurmiddelen tot bezorgdheid stemmen.
Following the publication of a scientific study in 2001, entitled ‘Use of permanent hair dyes and bladder cancer risk’, the Scientific Committee on Cosmetic Products and Non-Food Products intended for Consumers, subsequently replaced by the Scientific Committee on Consumer Products (‘SCCP’), pursuant to Commission Decision 2004/210/EC of 3 March 2004 setting up Scientific Committees in the field of consumer safety, public health and the environment , concluded that the potential risks of the use of hair dyes were of concern.

Observes that the Authority is repeatedly challenged over alleged cases of conflicts of interest involving members of the experts' panels, especially in the case of the panels on ‘Food additives and nutrient sources added to food’ (ANS) and ‘Genetically modified organisms’ (GMO); underlines that eight of the Authority's panels and its scientific committee were due for renewal in March 2012 and that the Authority's capability of implementing the new policy is under scrutiny; calls therefore on the Authority to inform the discharge authority in writing by 30 June 2012 of the steps undertaken to implement the new policy on independence and scientific decision-making processes and to conform to the OECD definition of conflict of interest when renewing its panels and its scientific committee; at the same time, calls on the Authority to inform the discharge authority of the new composition of the panels and of the scientific committee by 30 June 2012;
