Stresses that the impact of individual legislative measures differs from their cumulative impact; calls on the Commission services, in cooperation with the ESAs, SSM and ESRB, to conduct a comprehensive quantitative and qualitative assessment every five years of the cumulative impact of EU financial services regulation on financial markets and its participants at EU and Member State level in order to identify shortcomings and loopholes, to assess the performance, effectiveness and efficiency of the financial services regulation and to ensure that it is not impeding fair competition and the development of the economy, and to report back to Parliament; stresses the importance of performing detailed impact assessments and cost-benefit analyses for any future legislation in order to demonstrate the added value of legislation, in particular as regards economic growth and job creation; underlines that impact assessments and cost-benefit analyses should include thorough evaluations of the impact of Level-2 measures, which form a significant part of the EU financial regulatory framework; recalls that quantifying the impact of legislative measures might be difficult, in particular given that their benefits are difficult to measure, but methods for quantification should still be used;

19. Considers that a renewed social agenda for the EU should encompass a proposal for legislation on Social Services of General Interest and for a statute for mutual societies; and a directive on cross-border collective agreements to cope with the realities of our internal market;

Considers that in order to build trust it is necessary for the USA to comply with sensible data protection legislation and change its data collection activities directed against the EU and its citizens, and asks for the speedy conclusion of the EU-US umbrella agreement on data protection, which would provide information and legal redress for EU citizens; stresses that the recent disclosures have raised concerns across Europe that may harm EU-US relations; recalls that data protection must be respected by both the EU and its partners, and considers that common standards for the sharing of classified information that protect the freedom of both US and EU citizens are necessary;

20. onderstreept het belang van voltooiing van de interne markt op het gebied van financiële diensten en verzekeringen en met name van het engagement van de Commissie om met voorstellen te komen voor de modernisering van de wetgeving inzake solventie, beleggingsfondsen (ICBE) en de BTW-behandeling van financiële diensten; is evenwel van mening dat een centrale prioriteit voor 2007 op het gebied van wetgeving inzake financiële diensten moet worden gevormd door behoorlijke uitvoering en tijdige toepassing van de wetgeving die de afgelopen jaren reeds is goedgekeurd; verzoekt de Commissie in dit verband verslag uit te brengen over de mogelijke gevolgen van private equity funds en hefboomfondsen voor de financiële stabiliteit, de economische prestaties en de werkgelegenheid;
20. Stresses the importance of completing the internal market in the field of financial services and insurance, and, in particular, of the Commission's commitment to proposing the modernisation of legislation on solvency, investment funds (UCITS) and VAT treatment for financial services; nevertheless considers that a key priority for 2007 in the field of financial services legislation should be the proper implementation and timely application of legislation already adopted in recent years; in this respect, invites the Commission to report on the possible impact of private equity funds and hedge funds on financial stability, economic performance and employment;

De voor de uitvoering van deze richtlijn vereiste maatregelen worden vastgesteld overeenkomstig Besluit 1999/468/EG van de Raad van 28 juni 1999 tot vaststelling van de voorwaarden voor de uitoefening van de aan de Commissie verleende uitvoeringsbevoegdheden en met inachtneming van de verklaring betreffende de uitvoering van de wetgeving inzake financiële diensten die de Commissie op 5 februari 2002 in het Europees Parlement heeft afgelegd.
The measures necessary for the implementation of this Directive should be adopted in accordance with Council Decision 1999/468/EC of 28 June 1999 laying down the procedures for the exercise of implementing powers conferred on the Commission and with due regard to the declaration made by the Commission in the European Parliament on 5 February 2002 concerning the implementation of financial services legislation.
