TRADUCTIONS EN CONTEXTE

13. stelt zich op het standpunt dat de geografische zonering in de nieuwe richtsnoeren inzake regionale steunmaatregelen 2014-2020 evenwel moet worden gehandhaafd of moet verdergaan dan het huidige niveau van 45%, en dat de steunintensiteit moet worden gehandhaafd op het huidige niveau, gezien de politieke, economische en sociale situatie in de lidstaten alsook in het licht van de natuurlijke, geografische en demografische handicaps van bepaalde regio's; wijst erop dat de economieën van de EU en de EER wereldwijd gezien in een nadelige positie zouden kunnen worden geplaatst ten opzichte van derde landen die voordeel halen uit minder strikte werkgelegenheidsregelingen of lagere kosten en zo de aantrekkelijkheid van de EU en de EER in gevaar brengen; wijst erop dat de noodzakelijke balansaanpassingen in de particuliere sector en de economische onzekerheid ten koste gaan van investeringen in de achtergestelde gebieden van de EU en de toegang tot financiering aldaar, waardoor de verschillen tussen regio's verder groeien;
13. Takes the view that the geographical zoning of the new RAG 2014-2020, however, should be preserved or should go beyond the current level of 45 %, and that the aid intensity should be maintained at the present level, given the political, economic and social situation in the Member States as well as the natural, geographic and demographic handicaps of certain regions; points out that, in the global context, the EU and EEA economies could be placed at a disadvantage relative to third countries benefiting from less stringent employment models or lower costs, thus jeopardising the attractiveness of the former; points out that in the disadvantaged areas of the EU necessary balance-sheet adjustments in the private sector, austerity-driven cuts in public finances and economic uncertainty are undermining investment and access to finance, thus increasing disparities across regions;

Calls for geographical zoning to be harmonised with the Commission’s new proposals for cohesion policy and, in particular, the creation of a new category of transition regions whose GDP is between 75 % and 90 % of the EU average, and proposes a simplified system in which all transition regions would be regarded as predefined areas covered by Article 107(3)(c);

7. stelt de Commissie voor om, wanneer de catalogus en de diagnosen beschikbaar zullen zijn, een zonering van de Europese bodems uit te voeren, rekening houdend met de geografische, klimatologische en typologische heterogeniteit, en met het gebruik en de risico's en haar voorstellen voor toezicht dat haalbaar is op het niveau waar het wordt uitgeoefend;
7. Proposes to the Commission, once the catalogues and diagnoses have been completed, that European soils be zonified, taking account of geographic, climatic and typological heterogeneity, including uses and risks and its proposals for feasible monitoring at the appropriate levels;

27. is van oordeel dat sommige communautaire instanties zich onvoldoende bewust zijn van de woestijnvorming in diverse regio's van de Unie en de sociaal-economische gevolgen daarvan op het natuurlijke milieu of daar niet gevoelig genoeg voor zijn; dringt er bij de Commissie op aan dat zij onmiddellijk een mededeling indient over woestijnvorming; verzoekt de Commissie dan ook in deze mededeling een communautair actieprogramma op te nemen met een gedetailleerde beschrijving van de zonering van de regio's waar zich een woestijnvormingsproces voordoet of dreigt voor te doen en een exhaustieve analyse van de oorzaken, de sociaal-economische gevolgen voor de zones in kwestie, en de gevolgen voor het menselijke en het natuurlijke milieu en de kringloop van het water, en passende communautaire maatregelen te bepalen die ertoe bijdragen de negatieve gevolgen van genoemd proces af te remmen;
27. Considers that the desertification process affecting various regions in the Union and its socio-economic repercussions and impact on the natural environment have not been adequately reflected or met with sufficient awareness in certain Community bodies; urges the Commission to submit a communication on desertification immediately; calls on the Commission, consequently, to include in it a Community action programme containing a precise description of the zonification of regions affected or likely to be affected by the desertification process, together with a detailed analysis of the causes and socio-economic effects on the regions and their consequences for the human environment, the natural environment and the water cycle, and to identify appropriate Community actions to help to limit the negative effects of that process;
