(23) Na een grondige bestudering van het "Amendment of Export Visa and Quota Requirements for Certain Textile Products Produced and Manufactured in All Countries and Made Up in the European Community" en sectie 405 van de Trade and Development Act van 2000 en na overleg met de klagende partij, die haar tevredenheid heeft uitgesproken, heeft de Europese Commissie geconcludeerd dat sectie 405 van de Trade and Development Act van 2000 verenigbaar was met de verplichtingen van de Verenigde Staten uit hoofde van het proces-verbaal van 16 augustus 1999 en dat deze sectie de in de klacht van Federtessile van 11 oktober 1996 genoemde belemmeringen voor het handelsverkeer effectief uit de weg heeft geruimd.
