Daarom wordt in dit wetsvoorstel geopteerd om ­ naar analogie met de voorschotten op alimentatie ­ de aanvullende OCMW-steun inzake woonuitgaven te harmoniseren en het discretionair karakter ervan af te zwakken.

Alleen die hulpverlening wordt integraal door de federale Staat aan de ocmw’s terugbetaald. De ocmw’s kunnen aanvullende sociale steun verlenen maar die wordt, noch voor de bestaansminimumtrekkers, noch voor de illegalen door de Staat terugbetaald.
Seule celle-ci est remboursée à 100% par l’Etat fédéral aux CPAS qui peuvent accorder une aide sociale supplémentaire non remboursée par l’Etat, ni pour les minimixés, ni dans le cas de personnes en situation illégale.

Hierdoor komen inmiddels reeds zo'n 72% van de Vlaamse OCMW's tussen via aanvullende financiële steun.
Il en résulte qu'entre-temps quelque 72 % déjà des CPAS flamands interviennent en octroyant une aide financière complémentaire.

Het Centrum voor Sociaal Beleid heeft een onderzoek uitgevoerd bij een representatief staal van Vlaamse OCMW's naar de aanvullende financiële steun die zij verlenen.
