Emphasises that a coherent policy for immigration must be accompanied by an integration policy which makes provisions, among other things, for migrants to be lawfully integrated into the labour market, granting them the right to education and vocational training, access to social welfare and health care services, and to participation in social, cultural and political life, further on, such an integration policy shall also require a fulfilment by the immigrants themselves to attain the goals indicated,
