Recommends that the countries of origin and transit step up their efforts to combat illegal migratory flows and introduce more effective means of doing so; in this connection considers it essential, in a spirit of partnership and shared responsibility, for such countries to enhance their capacity to combat trafficking in human beings by improving border control arrangements and fulfilling their obligations as regards the readmission of illegal immigrants who are their nationals; stresses, in this connection, the importance of stepping up the financial resources made available by the European Union to enable this to be done;
