Bij ministerieel besluit van 8 december 2016 wordt aan de heer Bert VERSMESSEN een nieuwe dienstvrijstelling toegekend voor een periode van twee jaar vanaf 1 januari 2017 teneinde hem toe te laten een internationale opdracht als adjunct-Commandant van de civiele operaties van de Europese Unie en "chief of staff" binnen de Civilian Planning and Conduct Capacity (CPCC) binnen de Europese Dienst voor Extern Optreden (EDEO) uit te oefenen.
Par arrêté ministériel du 8 décembre 2016 il est accordé à M. Bert VERSMESSEN une nouvelle dispense de service de deux ans à partir du 1 janvier 2017 afin de lui permettre d'exercer une mission internationale comme Commandant-adjoint des opérations civiles de l'Union européen et « chief of staff » au sein du Civilian Planning and Conduct Capacity (CPCC) au sein du Service européen pour l'Action extérieure (SEAE).

On trouvera ci-après la proposition du CAD (en anglais, vu le caractère sensible de certains termes et tournures de phrases), suivie de la position adoptée par la Belgique lors de la réunion au niveau des hauts fonctionnaires (SLM): I. 2. Mandaat en rol van ONUB Resolutie 1545 van 21 mei 2004, dat ONUB opricht, voorziet in haar operatieve para 5 volgende: «Authorizes ONUB to use all necessary means to carry out the following mandate, within its capacity and in areas where its armed units are deployed, and in coordination with humanitarian and development communities: (7e gedachtenstreepje): to contribute to the successful completion of the electoral process stipulated in the Arusha Agreement, by ensuring a secure environment for free, transparent and peaceful elections to take place; (8e gedachtenstreepje): without prejudice to the responsibility of the transitional government of Burundi, to protect civilians under imminent threat of physical violence».
2. Mandat et rôle de l'ONUB La Résolution 1545 du 21 mai 2004, qui crée l'ONUB, prévoit au paragraphe 5 du dispositif ce qui suit: «Autorise l'ONUB à utiliser tous les moyens nécessaires pour s'acquitter du mandat suivant, dans les limites de ses capacités et dans les zones de déploiement de ses unités armées, et en coordination avec les communautés humanitaires et du développement: (7e tiret): Contribuer au bon déroulement du processus électoral prévu par l'Accord d'Arusha en veillant à assurer un environnement sûr pour la tenue d'élections libres, transparentes et pacifiques; (8e tiret): Sans préjudice de la responsabilité du gouvernement burundais de transition, protéger les civils en danger immédiat de violence physique».
