Recommends, further, the use of a more operational and technical approach in order to overcome political obstacles and move ahead with projects; considers that such an approach will create positive momentum for the revival of the UfM and will help to restore a climate of dialogue and trust among member countries; supports proposals for closer cooperation, particularly in the fields of action of the UfM projects : De-pollution of the Mediterranean; Maritime and land highways; Civil protection; Alternative energies : Mediterranean solar plan; The Mediterranean Business Initiative; Higher education and research, Euro-Mediterranean University; applauds at this extent the progress made in setting up and development of the Euro-Mediterranean University (EMUNI);
Préconise par ailleurs d'adopter une approche davantage opérationnelle et technique afin de contourner les obstacles politiques et d'avancer sur les projets; estime qu'une telle approche permettra de créer une dynamique positive à même de relancer l'UpM et de contribuer à restaurer un climat de dialogue et de confiance entre les pays membres; soutient les propositions visant à créer des coopérations renforcées, notamment dans les domaines d'action des projets de l'UpM: Dépollution de la Méditerranée; Autoroutes de la mer et autoroutes terrestres; Protection civile; Energies de substitution: Plan solaire méditerranéen; Enseignement supérieur et recherche, L'initiative méditerranéenne de développement des entreprises; Université euro-méditerranéenne; se félicite à ce titre des avancées obtenues dans la mise en place et le développement de l'Université euro-méditerranéenne EMUNI;

Les principaux points abordés furent la Commission d'enquête sur la Syrie, le dialogue interactif sur le Burundi, le dialogue interactif sur les droits de l'homme en Corée, en Érythrée, en Iran et en Birmanie, le réchauffement climatique, l'épidémie de VIH, le panel sur l'incompatibilité entre la démocratie et le racisme, le dialogue interactif sur le génocide et la protection des droits de l'homme dans la lutte contre le terrorisme.

12. Encourages the participating States to create a climate of confidence propitious for the installation of a public/private partnership in this field via responsible dialogue with the air freight industry both within the participating States and between the OSCE and the competent international organizations (World Customs Organization (WCO), International Air Transport Association (IATA)), in order to determine the type of measures to be recommended on this subject with regard to the existing standards and the economic imperatives affecting the air freight industry;
12. Encourage les États participants à créer un climat de confiance propice à la mise en place d'un partenariat public/privé dans ce domaine grâce à un dialogue responsable avec l'industrie du transport aérien de marchandises tant au sein des États participants qu'entre l'OSCE et les organisations internationales compétentes (Organisation mondiale des douanes, OMD), Organisation internationale de l'aviation civile, IATA), en vue de déterminer le type de mesures à préconiser à ce sujet au regard des normes existantes et des impératifs économiques afférents à l'industrie du transport aérien de marchandises;
