6. welcomes the achievements of the EuroMed Summit of Economic and Social Councils and Similar Institutions, held in Rome on 10-12 November 2010, whose final declaration is of the utmost importance, and the establishment of the UfM Assembly of Economic and Social Councils and Similar Institutions, which, according to Article 1(1) of its statue, « intends to serve as the expression of organised civil society with consultative powers in the Union for the Mediterranean »;
6. salue les accomplissements du Sommet Euromed des Conseils économiques et sociaux et institutions similaires tenu à Rome les 10-12 novembre 2010, dont la Déclaration finale constitue un document de la plus grande importance, ainsi que la constitution de l'Assemblée des Conseils économiques et sociaux et institutions similaires de l'UpM, qui selon l'article 1,1 de son Statut « se propose d'être l'expression de la société civile organisée, dotée d'un pouvoir consultatif auprès de l'Union pour la Méditerranée »;

In antwoord op een opmerking van de heer Luykx, merkt de eerste minister op dat de regering akkoord gaat om in te stemmen met de volgende aanbeveling : « take steps to reform, in consultation with the social partners and in accordance with national practice, the system of wage bargaining and wage indexation, to ensure that wage growth better reflects developments in labour productivity and competitiveness » (3) .
En réponse à une remarque de M. Luykx, le premier ministre fait observer que le gouvernement est d'accord de souscrire à la recommandation suivante: « take steps to reform, in consultation with the social partners and in accordance with national practice, the system of wage bargaining and wage indexation, to ensure that wage growth better reflects developments in labour productivity and competitiveness » (3) .

The Commission's assessment was based on: the evaluation of the link between the redundancies and major structural changes in world trade patterns or the financial crisis; the unforeseen nature of the redundancies concerned; demonstration of the number of redundancies and compliance with the criteria of Article 2(a); the explanation of the unforeseen nature of those redundancies; the identification of dismissing enterprises and workers targeted for assistance, the territory concerned and its authorities and stakeholders; the impact of the redundancies as regards local, regional or national employment; the co-ordinated package of personalised services to be funded, including its compatibility with actions funded by the Structural Funds; dates on which the personalised services to affected workers were started or planned to start; procedures for consulting the social partners, management and control systems.
La Commission a fondé son appréciation sur: le lien entre les licenciements et les modifications majeures de la structure du commerce mondial ou la crise financière, le caractère imprévu des licenciements concernés, le nombre de licenciements, le respect des critères de l’article 2, point a), la justification de la nature imprévue de ces licenciements, l’identification tant des entreprises ayant procédé aux licenciements que des travailleurs devant bénéficier de l’aide, le territoire, les autorités et les acteurs concernés, les conséquences des licenciements sur l’emploi au niveau local, régional ou national, l’ensemble coordonné de services personnalisés à financer, et notamment leur compatibilité avec les mesures financées par les Fonds structurels, les dates auxquelles les services personnalisés proposés aux travailleurs touchés ont commencé ou doivent débuter, les procédures de consultation des partenaires sociaux, et les systèmes de gestion et de contrôle.
