Notes that the economic and financial crisis has strained the UfM's funding capacities; recommends the use of a variety of different forms of financing, depending on the operation to be carried out, including accountable microfinance, public-private partnerships and efforts to seek synergies among the different funding sources as a means of bridging the project-funding gap; encourages the presentation of new ideas to improve cooperation and coordination among private and public players in southern Mediterranean development funding; considers that UfM funding provision must be consistent with the principles of co-financing and co-management between the countries on the two shores of the Mediterranean; feels that this type of approach will establish a basis of shared responsibility and place all partners on an equal footing;
Constate que la crise économique et financière a pesé sur les capacités de financement de l'UpM; préconise le recours à différentes formes de financement, en fonction des opérations à mener, y compris à la microfinance responsable et aux partenariats public-privé, et la recherche de synergies entre les différentes sources de financement pour remédier au manque de financement des projets; invite à dégager des pistes de réflexion pour améliorer la coopération et la coordination entre les acteurs privés et publics participant au financement du développement du Sud de la Méditerranée; considère que le financement de l'UpM doit se faire dans le respect des principes de cofinancement et de cogestion entre les pays des deux rives de la Méditerranée; estime qu'une telle approche est à même d'instaurer une coresponsabilité et une mise sur un pied d'égalité de tous les partenaires;

« 4.1 States should, in accordance with their national law and priorities, as well as their international commitments, improve the functioning of their markets, in particular their agricultural and food markets, in order to promote both economic growth and sustainable development, inter alia, by mobilizing domestic savings, both public and private, by developing appropriate credit policies, by generating sustainable adequate levels of national productive investment through credits in concessional terms and by increasing human capacity.
