Supporting civil society's efforts to promote gender equality and women's rights in local development and support women's participation in politics and local decision-making processes, promoting dialogue with local authorities and actors on local development and the socio-economic strategies that can liberate women, and supporting gender-sensitive budget initiatives;
Soutenant les efforts de la société civile en matière de promotion de l´égalité entre les femmes et les hommes et des droits des femmes dans le développement local et de soutien à la participation des femmes à la vie politique et aux processus locaux de prise de décisions, promouvant l´engagement d´un dialogue avec les autorités et acteurs locaux compétents en matière de développement local ainsi que les stratégies socio-économiques qui émancipent effectivement les femmes; ou d´initiatives de budgétisation sensible au genre;

Volgende projecten maakten deel uit van het lopende ISP 2012-2015, ondertekend in november 2011: - PEGASE fonds van de Europese Commissie (9 miljoen euro) - NGEST: financiering van de aanbouw van North Gaza Emergency Sewage Treatment, Wereldbank (2 miljoen euro). - UNDP/PAPP (United Nations Development Programme/ Programme of Assistance to the Palestinian People): capaciteitsopbouw en pilootprojecten in milieu en klimaatverandering (1,5 miljoen euro). - UNHABITAT: Urban Planning Support Programme for Palestinian Communities in East Jerusalem (1,5 miljoen euro).
Les projets suivants font partie du PIC 2012-2015, signé en novembre 2011: - PEGASE, mécanisme de la Commission européenne (9 millions d'euros); - NGEST, projet de la Banque mondiale de financement de la construction d'un système de traitement des eaux usées dans la zone nord de Gaza (North Gaza Emergency Sewage Treatment) (2 millions d'euros); - PAPP, programme d'assistance du PNUD au peuple palestinien, de renforcement des capacités et de projets pilotes dans les domaines de l'environnement et du changement climatique (1,5 million d'euros); - ONU-HABITAT, projet de soutien à la planification urbaine des communautés palestiniennes de Jérusalem-Est (1,5 million d'euros).

Calls for structural reforms to be speeded up, with a view to improving the legal and economic environment, attracting investment and encouraging business start-ups; draws attention to the importance of SMEs as a motor for growth and job creation; emphasises the need to continue removing obstacles to their development; advocates improvements to education and in-service training, accompanied by measures to increase and diversify employment opportunities; calls for the revision of the selective immigration policy which produces the negative results of a brain drain and the mass exodus of young people and qualified workers for the countries of origin to the detriment of their own development, even though they are adopting huge training budgets in order to retain this labour force for the benefit of their national economy : welcomes the progress made in terms of women's integration into economic life; calls for more support to be given to business networks, such as Invest in Med and BUSINESSMED, which provide a structure conducive to best-practice exchanges and the development of synergies in the areas of investment and UfM project funding;
Invite à une accélération des réformes structurelles afin d'améliorer l'environnement juridique et économique, d'attirer les investissements et de faciliter la création d'entreprises; rappelle l'importance des PME comme moteur de la croissance et de la création d'emploi; insiste sur la nécessité de continuer à lever les obstacles à leur développement; préconise un renforcement des filières d'éducation et de la formation continue tout en garantissant une augmentation et une diversification des opportunités d'emploi; appelle à la révision de la politique d'immigration sélective qui engendre les effets négatifs de la fuite des cerveaux et des départs massifs de la jeunesse et de la main d'œuvre qualifiée sur les pays d'origine au détriment de leur propre développement, alors qu'ils consentent d'énormes budgets de formation afin de maintenir cette force de travail au profit de leur économie nationale; se félicite des progrès réalisés en faveur de l'intégration des femmes dans la vie économique; invite à soutenir davantage les réseaux d'entreprises, tel que les réseaux Invest in Med et BussinessMed, qui constituent un cadre propice aux échanges de bonnes pratiques et permettent des synergies dans les investissements et le financement des projets de l'UpM;

6) supports the measures emphasized by the EU strategy in the field of education and training (12 May 2009) aimed to enhancing competitiveness, quality standards and the attractiveness of the European Higher Education Area, as well as supporting policy developments and modernisation efforts in the Mediterranean Partner Countries;
6) encourage les mesures prônées par la stratégie européenne pour l'enseignement et la formation (12 mai 2009), visant à renforcer la compétitivité, le niveau de qualité et l'attractivité de l'espace européen de l'enseignement supérieur, ainsi qu'à soutenir l'élaboration de politiques et les efforts de modernisation des pays méditerranéens partenaires;
