1.3 COSAC calls upon incoming presidencies to consider holding a discussion of subsidiarity and proportionality during one of the coming COSAC meetings, aiming at a better understanding of the two principles on the one hand, and the procedure to be followed between national parliaments and the European Institutions on the other.

Furthermore, COSAC wishes to underline that in future, discussions on procedures should be avoided, in order to focus on political debates on Europe-wide subjects of common interest to the Committees on EU Affairs.
La COSAC reconnaît que ses réunions offrent une opportunité unique pour l'échange parlementaire de meilleures pratiques et d'information sur le contrôle des politiques européennes des gouvernements nationaux; et pour écouter et discuter les points de vue des autres Parlements sur différentes questions de l'UE. En outre, la COSAC voudrait souligner que, à l'avenir, il faudrait éviter les aspects procéduraux, afin de mettre l'accent sur les débats politiques concernant des sujets de portée européenne d'intérêt commun pour les Commissions des affaires communautaires.
