Points out that the aim of Euro-Mediterranean cooperation is not just to consolidate bilateral relations, but also to establish cooperation and regional integration networks; calls on the Commission to give practical expression to the relationship between the ENP and the Euro-Mediterranean Partnership and to conclude new multilateral energy and transport agreements while strengthening the existing agreements;

Calls for education, investment, employment, and in particular employment for young women and men, democratisation, the promotion and protection of human rights and respect for these, and the management of migratory flows and protection for migrant workers also to be viewed as priorities for the Euro-Mediterranean Partnership and in the new neighbourhood policy, in order to reduce the marginalisation that can foster violence and terrorism;
4. demande que l'éducation, l'investissement, l'emploi, notamment l'emploi des jeunes hommes et femmes, la démocratisation et la promotion, la protection et le respect des droits de l'homme, la gestion des flux migratoires et la protection des travailleurs migrants soient également considérés comme des priorités du partenariat euro-méditerranéen et de la nouvelle politique de voisinage de manière à réduire la marginalisation susceptible de favoriser la violence et le terrorisme;

42. Reiterates its call to undertake necessary studies with regard to the requirements to be met with a view to turning the Facility for Euro-Mediterranean Investment and Partnership (FEMIP), in due course, into a Euro-Mediterranean Bank of Development, considering the importance of such a Bank in encouraging the private sector and developing investments in the region; and calls on Member States and Mediterranean partners to commit to a new initiative aimed at matching the required conditions and overcoming the obstacles in order to turn FEMIP into a Euro-Mediterranean investment and development bank;
42. Renouvelle son appel pour la réalisation des études nécessaires ayant trait aux conditions à réunir en vue d'une transformation à terme de la FEMIP en une Banque Euro- Méditerranéenne de Développement, compte tenu de l'importance d'une telle Banque dans le renforcement du secteur privé et le développement de l'investissement dans la région; demande aux États Membres et aux Partenaires Méditerranéens de s'engager dans une nouvelle initiative ayant pour objectif de réunir les conditions nécessaires et de lever les obstacles en vue d'une transformation de la FEMIP en Banque Euro-méditerranéenne d'investissement et du développement;
