5. est convaincu que les relations entre l'Europe et la rive Sud de la Méditerranée doivent être encadrées plus que jamais par un vrai partenariat, ancré dans l'appropriation des valeurs et des objectifs partagés; invite les gouvernements à se saisir de la dynamique démocratique en cours dans les pays arabes qui marque un moment propice pour arriver à cette fin et de faire de l'implication des acteurs de la société civile dans la formulation des politiques un axe structurant et prioritaire de l'UpM;
