3. takes the view that the people and states concerned should be free to choose the path they want to take towards political, economic and social reform, including establishing election timetables to ensure a smooth transition, with the people's aspirations being taken into account in the long term; points out that the right to peaceful demonstration is inalienable; calls on governments to give a genuine guarantee in respect of freedom of information, expression and association, including free access to the internet and other means of communication;

2. stelt voor zich te richten op een beperkte reeks relevante indicatoren die later gemakkelijk kunnen worden aangevuld met andere indicatoren en op een reeks overzichtsindicatoren die twee aanvullende perspectieven over het milieu kunnen omvatten middels een gemonetariseerde indicator zoals aangepaste nettobesparingen en een fysieke indicator zoals de ecologische voetafdruk, de CO2-voetafdruk of andere ontkoppelde indicatoren, alsook een paar bredere indicatoren voor sociale inclusie en menselijk welzijn zoals de GINI-index en de Human Poverty Index of de Index of Social Health; stelt voor dat het bbp op zich wordt verbeterd; wijst als voorbeelden op de "Index for Sustainable Economic Welfare" (Index voor duurzaam economisch welzijn ISEW), de "Genuine Progress Indicators" (Indicatoren voor werkelijke vooruitgang GPI) of de "National Welfare Index" (Nationale welvaartsindex NWI); doet de aanbeveling aan Eurostat tot nauwe samenwerking met de andere onderzoekcentra en organisaties die dergelijke indicatoren ontwikkeld hebben, ten einde deze nauwkeuriger en beter uitvoerbaar te maken;
2. propose de tendre vers un ensemble limité d'indicateurs pertinents qui pourront être facilement complétés par la suite avec d'autres indicateurs et vers un ensemble d'indicateurs synthétiques qui pourront représenter deux perspectives complémentaires sur l'environnement par le biais d'un indicateur monétarisé (comme l'épargne nette ajustée) et d'un indicateur physique (comme l'empreinte écologique, l'empreinte carbone ou d'autres indicateurs de découplage), ainsi que vers quelques indicateurs plus vastes de l'intégration sociale et du bien-être humain (comme l'index de Gini et l'indicateur de pauvreté humaine ou l'index de la santé sociale); recommande que le PIB lui-même soit amélioré; renvoie, par exemple, à l'"Index for Sustainable Economic Welfare", aux "Genuine Progress Indicators" ou à l'indice national du bien-être; recommande qu'Eurostat travaille en étroite collaboration avec d'autres centres de recherche et d'autres organisations qui ont élaboré des indicateurs de ce type, et ce afin de les rendre plus précis et plus faciles à mettre en œuvre;
