Door deze tekst aan te nemen, opende men een diepe kloof in de consensus die tot dan toe op fundamentele wijze de werkzaamheden van de Conventie had beheerst; daarom, in het besef dat men een ruimschoots aanvaardbare oplossing moest vinden, zijn alle delegaties deze weg ingeslagen, die de zekerste waarborg bood voor het welslagen van de Conventie.
