Er moet doeltreffende en doelmatige financiering bijeen worden gebracht om het financieringstekort van 15 miljard USD te overbruggen. Daarom zal op de top een nieuw akkoord worden gepresenteerd, een voorstel van het panel op hoog niveau van de secretaris-generaal van de VN over humanitaire financiering dat in het verslag “Too important to fail — addressing the humanitarian financing gap” is uitgewerkt.

Afin de garantir un financement efficace et efficient d'un déficit de financement estimé à 15 milliards de dollars, le «Grand Bargain» («grand compromis») sera lancé lors du sommet. Il s'agit d'une proposition présentée par le groupe de haut niveau du Secrétaire général des Nations unies chargé du financement humanitaire dans son rapport intitulé «Too Important to Fail: addressing the humanitarian financing gap».
