In this context, in order rapidly to designate the instruments for taking practical and effective action, the Parliamentary Assembly of the Union for the Mediterranean urges the creation of a Euro-Mediterranean development bank, as a branch of the EIB, able to meet the need which has now become clear to improve the living conditions of people in the Mediterranean region, by carrying out programmes to combat poverty, unemployment and social exclusion.
Dans ce contexte, afin de définir rapidement des instruments d'action concrets et efficaces, l'Assemblée parlementaire de l'Union pour la Méditerranée demande avec force la création d'une Banque euro-méditerranéenne de développement, en tant que filiale de la BEI, qui soit à même de répondre à la nécessité désormais évidente d'améliorer les conditions de vie des populations de la région de la Méditerranée, en réalisant des programmes de lutte contre la pauvreté, le chômage et l'exclusion sociale.

42. Reiterates its call to undertake necessary studies with regard to the requirements to be met with a view to turning the Facility for Euro-Mediterranean Investment and Partnership (FEMIP), in due course, into a Euro-Mediterranean Bank of Development, considering the importance of such a Bank in encouraging the private sector and developing investments in the region; and calls on Member States and Mediterranean partners to commit to a new initiative aimed at matching the required conditions and overcoming the obstacles in order to turn FEMIP into a Euro-Mediterranean investment and development bank;
42. Renouvelle son appel pour la réalisation des études nécessaires ayant trait aux conditions à réunir en vue d'une transformation à terme de la FEMIP en une Banque Euro- Méditerranéenne de Développement, compte tenu de l'importance d'une telle Banque dans le renforcement du secteur privé et le développement de l'investissement dans la région; demande aux États Membres et aux Partenaires Méditerranéens de s'engager dans une nouvelle initiative ayant pour objectif de réunir les conditions nécessaires et de lever les obstacles en vue d'une transformation de la FEMIP en Banque Euro-méditerranéenne d'investissement et du développement;
