De Europese Commissie heeft op initiatief van België overeenstemming bereikt over de volgende tekst : « The new European international investment policy should be guided by the principles and objectives of the Union external action including the rule of law, human rights, sustainable development as well as taking into account the other policies of the Union and its member States.
La Commission européenne s'est mise d'accord, à l'initiative de la Belgique sur le texte suivant: « The new European international investment policy should be guided by the principles and objectives of the Union external action including the rule of law, human rights, sustainable development as well as taking into account the other policies of the Union and its member States.

« 4.1 States should, in accordance with their national law and priorities, as well as their international commitments, improve the functioning of their markets, in particular their agricultural and food markets, in order to promote both economic growth and sustainable development, inter alia, by mobilizing domestic savings, both public and private, by developing appropriate credit policies, by generating sustainable adequate levels of national productive investment through credits in concessional terms and by increasing human capacity.
« 4.1 Il convient que les États, dans le respect de leur législation et de leurs priorités nationales, ainsi que de leurs engagements internationaux, améliorent le fonctionnement des marchés, en particulier des marchés de produits alimentaires et agricoles, en vue de favoriser la croissance économique et le développement durable notamment en mobilisant l'épargne intérieure publique et privée, en formulant des politiques adéquates en matière de crédit, en établissant des niveaux adéquats durables d'investissement productif grâce aux crédits à des conditions libérales et en renforçant les capacités humaines.
