De « Investment Policy Review » suggereert drie beleidsopties om buitenlandse investeringen te promoten, namelijk Rwanda omturnen in een « centre of excellence in soft infrastructure and governance », het ontwikkelen van een « skills attraction and dissemination programme » en het oprichten van « focused strategic initiatives ».
