Encourages the participating States to create a climate of confidence propitious for the installation of a public/private partnership in this field via responsible dialogue with the air freight industry both within the participating States and between the OSCE and the competent international organizations (World Customs Organization (WCO), International Air Transport Association (IATA)), in order to determine the type of measures to be recommended on this subject with regard to the existing standards and the economic imperatives affecting the air freight industry;
12. Encourage les États participants à créer un climat de confiance propice à la mise en place d'un partenariat public/privé dans ce domaine grâce à un dialogue responsable avec l'industrie du transport aérien de marchandises tant au sein des États participants qu'entre l'OSCE et les organisations internationales compétentes (Organisation mondiale des douanes, OMD), Organisation internationale de l'aviation civile, IATA), en vue de déterminer le type de mesures à préconiser à ce sujet au regard des normes existantes et des impératifs économiques afférents à l'industrie du transport aérien de marchandises;

11. Recommends the participating States proceed, within the framework of the three OSCE dimensions, with an exchange of information between States on their national arrangements (legislative and institutional) in the field of the control of the air transportation of SALW, their ammunition, and their physical capacity to ensure this type of control, in order to lead to cooperative mechanisms and the establishment of a national contact point;
11. Recommande aux États participants de procéder, dans le cadre des trois dimensions de l'OSCE, à un échange d'informations entre États sur leurs dispositifs nationaux (législatifs et institutionnels) dans le domaine du contrôle du transport aérien d'ALPC et de leurs munitions, et leur capacité physique à assurer ce type de contrôle, afin de déboucher sur des mécanismes de coopération et la définition d'un point de contact national;
