Urges to reduce gradually but rapidly the barriers between north-south and south-south in terms of technology, knowledge, trade and mobility and enforce for instance the cooperation with regard to clean energy from south to north by creating appropriate grids, relieve the congested waterway of the Mediterranean through the rapid implementation of a powerful railroad from Rabat to Cairo for environmentally friendly transport of goods and passengers as well as to review the ENP to the effect of eradicating any barriers here while improving the investment security and rule of law;
Invite instamment à réduire progressivement mais rapidement les obstacles entre nord-sud et sud-sud qui existent en matière de technologie, de connaissances, de commerce et de mobilité et, par exemple, à renforcer la coopération concernant l'énergie propre du sud au nord en créant les réseaux appropriés, à soulager la voie maritime de la Méditerranée par la mise en service rapide d'une voie ferrée à forte capacité entre Rabat et Le Caire, qui permettra de transporter les marchandises et les personnes en respectant l'environnement, ainsi qu'à revoir la politique européenne de voisinage pour supprimer tous les obstacles dans la région tout en améliorant la sécurité des investissements et l'État de droit;

15. stresses the importance of rapidly implementing the UfM's projects as part of North-South cooperation so as to allow students and teachers to circulate easily; refers in this connection to the importance of EMUNI and suggests that Mediterranean universities should use the Erasmus Mundus programme which has a very important student mobility dimension for the region, in particular for MA and PhD students;
15. souligne l'importance de mettre rapidement en œuvre les projets de l'Union pour la Méditerranée (UpM), dans le cadre d'une coopération Nord-Sud permettant une fluidité des circulations des étudiants et des enseignants; évoque à ce sujet l'importance d'EMUNI et suggère aux universités méditerranéennes d'utiliser le programme Erasmus Mundus qui a un volet de mobilité d'étudiant très important pour la région, notamment pour les étudiants en mastère et les doctorants,
