door de geplande oprichting van een aanvullend "Investigation and Disciplinary Office” voor het verrichten van administratief onderzoek de bevoegdheden van dit orgaan en die van het Europees Bureau voor fraudebestrijding OLAF elkaar zullen overlappen en hierover conflicten zullen ontstaan, omdat de Commissie het OLAF al heeft belast met administratieve onderzoeken wanneer ambtenaren in ernstige mate tekortschieten in hun uit het Statuut voortvloeiende plichten;
