Welcomes the fact that the Cairo Euro-Mediterranean ministerial Conference on the Environment adopted a specific timetable for implementing the « Horizon 2020 » initiative to clean up the Mediterranean Sea and supports implementation of the Integrated Coastal Zone Management programme and the adoption of a long-term water strategies ensuring water supplies, an approach making for sustainable management of marine and coastal zones, and calls for this initiative to be provided with the funding necessary to implement it;
39. se félicite à cet égard de l'adoption au sein de la conférence ministérielle euro-méditerranéenne du Caire sur l'environnement d'un calendrier précis de mise en œuvre de « l'initiative horizon 2020 » destiné à la dépollution de la mer méditerranéenne et soutient la mise en application du programme intégré de gestion des zones côtières (Integrated Coastal Zone Management), et l'adoption de stratégies à long terme assurant l'approvisionnement en eau, approche adéquate pour une gestion durable des zones marines et côtières, et demande que cette initiative soit dotée de crédits nécessaires à sa réalisation;

The Protocol on the role of national parliaments in the European Union and the Protocol on the application of the principles of subsidiarity and proportionality as annexed to the Constitutional Treaty must be maintained and better and more effectively implemented, as must the new system by which the Commission transmits all proposals directly to national parliaments, invites them to react so as to improve the process of policy formulation, and responds in writing to those reactions.

Parliament called on the Council and the Commission to act on the Commission communication of May 2007 and also to implement Directive 2006/24/EC of the European Parliament and the Council of 15 March 2006 on the retention of data generated or processed in connection with the provision of publicly available electronic communications services or of public communications networks and to extend its scope with a view to setting rules on preservation of the data of anyone who has uploaded internet content, so as to enable the police and judiciary to tackle online child pornography and sex offending rapidly and effectively.
