In this connection, the Court would reiterate that issues relating to release policies, the manner of their implementation and the reasoning behind them fall within the power of the Member States in determining their own criminal policy (see Achour, cited above, § 44). accordingly, there has not been a violation of Article 7 of the Convention in this regard».
