The amendment adapts the Rules of Procedure to the Interinstitutional Agreement between the European Parliament and the Commission on procedures for implementing Council Decision 1999/468 EC laying down the procedures for the exercise of implementing powers conferred on the Commission, namely its paragraph 16. , where for the Regulatory procedure with scrutiny it is foreseen that the time-limit for scrutiny by the two branches of the legislature exceptionally starts to run when Parliament receives the final draft implementing measures in the language versions submitted to the members of the comitology- committee and not in all official languages.

7. se félicite de l'adoption de l'amendement constitutionnel accordant au district de Brčko le statut d'unité d'autogestion locale, réalisant ainsi un nouvel objectif fixé par le Conseil pour la mise en œuvre de la paix en vue de la fermeture future du Bureau du haute représentant;

is van mening dat de sluiting van het bureau van de Hoge Vertegenwoordiger,met versterking van de rol van de Speciale Vertegenwoordiger van de EU, voor zowel de internationale gemeenschap als de leiders ter plaatse het uiteindelijke doel moet blijven; dringt er daarom bij de politieke leiders op aan om hun verantwoordelijkheden in dit opzicht na te komen en zich terdege in te spannen om te voldoen aan de vijf doelstellingen en twee voorwaarden die zijn vastgesteld door de Peace Implementation Council om de overgang van een Hoge Vertegenwoordiger naar een speciale vertegenwoordiger van de EU via een proces van consensus te verwezenlijken;
estime que la fermeture du bureau du Haut représentant et le renforcement du rôle du Représentant spécial de l'Union européenne doivent demeurer l'objectif ultime de la communauté internationale et des dirigeants locaux; demande dès lors instamment aux dirigeants politiques d'assumer leurs responsabilités à cet égard et de tout mettre en œuvre pour réaliser les cinq objectifs et remplir les deux conditions prévues par le Conseil pour l'établissement de la paix, de manière à assurer, dans le cadre d'un consensus, la transition entre Haut représentant et Représentant spécial de l'Union européenne;
