k) Having regard to the texts adopted by the Parliamentary Assembly of the Council of Europe and in particular Resolution 1437 of 2005 on « Migration and integration : a challenge and an opportunity for Europe »; Recommendation 1768 of 2006 on « The image of asylum-seekers, migrants and refugees in the media », Resolution 1478 of 2006 on « Integration of Immigrant Women in Europe », Resolution 1462 of 2005 on « Co-development policy as a positive measure to regulate migratory flows », and lastly the Warsaw Declaration and the Plan of Action adopted by the Heads of State and Government of the member states of the Council of Europe in 2005;

— having regard to the European Parliament resolution of 25 November 2009 entitled Multi-annual programme 2010-2014 regarding the area of freedom, security and justice (Stockholm programme) (P7_TA(2009)0090), in which it « considers that any comprehensive approach to immigration must take account of the « push factors » that lead people to leave their countries in the first place »,
— vu la résolution du Parlement européen du 25 novembre 2009 intitulée Programme pluriannuel 2010-2014 concernant l'Espace de liberté, de sécurité et de justice (programme de Stockholm) (P7_TA(2009)0090), dans laquelle le Parlement européen « estime que toute approche d'ensemble de l'immigration doit nécessairement prendre en compte les facteurs poussant à l'exil qui conduisent en premier lieu des gens à quitter leur pays »,

„Regarding the ratification of the IGA, I can confirm on behalf of the Council that 'The signatories to the Intergovernmental Agreement on the transfer and mutualisation of contributions to the Single Resolution Fund are ready to declare that they will strive to complete its process of ratification in accordance with their respective national legal requirements in due time so as to permit the Single Resolution Mechanism to be fully operational by the 1st January 2016'”.

However, I do not entirely agree with the suggestions in Mr Bové’s report as to how to rectify this imbalance, and in this regard I have tabled an alternative resolution on behalf of my Group.
Je ne suis cependant pas totalement d’accord avec les propositions contenues dans le rapport de M. Bové quant à la manière de rectifier ce déséquilibre et, à cet égard, j’ai déposé une résolution alternative au nom de mon groupe.
