Velen kennen zeker het rapport van Human Rights Watch van november 2009 met als titel ”New Castro, Same Cuba” waarin werd voorgesteld om het embargo op te heffen en de Cubaanse dictatoren zes maanden te geven om de politieke gevangenen vrij te laten.
