3. takes the view that the people and states concerned should be free to choose the path they want to take towards political, economic and social reform, including establishing election timetables to ensure a smooth transition, with the people's aspirations being taken into account in the long term; points out that the right to peaceful demonstration is inalienable; calls on governments to give a genuine guarantee in respect of freedom of information, expression and association, including free access to the internet and other means of communication;

In artikel 6, 1º, van het Verdrag is stemrecht voorzien voor de vreemdeling die « has been a lawful and habitual resident in the State concerned for the five years preceding the elections ».

Eens deze "Legacy" portefeuilles dit risiconiveau ("end state") bereikt hebben, zullen ze in het normaal (going concern) beleid van de bank geïntegreerd worden.

In die omstandigheden moet men minstens de voorwaarden van de rechters die hebben verklaard dat « a state contemplating bringing criminal charges based on universal jurisdiction must first offer to the national State of the prospective accused person the opportunity itself to act upon the charges concerned » volledig in overweging nemen.
Dans ces circonstances, il convient, à tout le moins, de prendre pleinement en considération les conditions énoncées par les juges selon lesquels « a State contemplating bringing criminal charges based on universal jurisdiction must first offer to the national State of the prospective accused person the opportunity itself to act upon the charges concerned ».

26. Endorses the legality of the Lebanese state institutions and demands that all parties reject the use of force; expresses the wish that the Lebanese Parliament be able to reconvene in order to achieve an institutional agreement in the interest of the nation; welcomes the outcome of the Conference on the reconstruction of Lebanon held on 25 January 2007 and supports all the efforts to rebuild the country, including the mediation initiatives of the League of Arab States while expressing its continuing concern at the internal political situation; calls on all parties to honour all the United Nations resolutions, in particular Resolution 1701;
26. soutient la légalité des institutions nationales libanaises et exige que toutes les parties renoncent à l'utilisation de la force, souhaite que le Parlement libanais puisse se réunir à nouveau pour atteindre un accord institutionnel dans l'intérêt de la nation, se réjouit des résultats de la Conférence sur la reconstruction du Liban du 25 janvier 2007 et soutient tous les efforts visant à la reconstruction du Liban, y compris les initiatives de médiation de la Ligue des États arabes, tout en demeurant préoccupé par la situation politique interne; demande à toutes les parties de respecter l'ensemble des résolutions des Nations unies et particulièrement la résolution 1701;
