6. In het Cotonou-akkoord stelt artikel 96 betreffende "consultation procedure and appropriate measures as regards human rights, democratic principles and the rule of law" dat dialoog moet aangegaan worden tussen verschillende partijen inzake mensenrechten, democratische principes en rechtsstaat.

Er is wel een politiek akkoord over de mogelijkheid voor een uitzondering in specifieke omstandigheden: "Member States may grant exemptions from the measures imposed in paragraph 1 where travel is justified on the grounds of urgent humanitarian need, or in exceptional cases on grounds of attending intergovernmental meetings and those promoted or hosted by the European Union, where a political dialogue is conducted that directly promotes the policy objectives of restrictive measures, including democracy, human rights and the rule of law in Zimbabwe".
Il y a bien un accord politique sur la possibilité d'une exception dans des circonstances spécifiques : " Les États membres peuvent accorder des dérogations aux mesures visées au paragraphe 1 lorsque le déplacement d'une personne se justifie pour des raisons humanitaires urgentes ou, exceptionnellement, lorsque la personne se déplace pour assister à des réunions intergouvernementales et à des réunions dont l'initiative a été prise par l'Union européenne ou qui sont organisées par celle-ci, lorsqu'il y est mené un dialogue politique visant directement à promouvoir les objectifs politiques ou des mesures restrictives, y compris la démocratie, les droits de l'homme et l'état de droit au Zimbabwe".

4. During debates in the Assembly interpretation shall be provided into eight languages, including the working languages, without prejudice to the provisions of Rule 14(6) of these Rules of Procedure when meetings of the Assembly are held at the European Parliament.
4. Au cours des débats de l'Assemblée l'interprétation sera assurée dans huit langues, y compris les langues de travail, sans préjudice des dispositions de l'article 14, paragraphe 6, du présent règlement lorsque les réunions de l'Assemblée se tiennent au Parlement européen.
