Recalling the commitments agreed by the participating States at Istanbul to « undertake measures to eliminate all forms of discrimination against women, and to end violence against women and children as well as sexual exploitation and all forms of trafficking in human beings » and to « promote the adoption or strengthening of legislation to hold accountable persons responsible for these acts and strengthen the protection of victims »,

Rappelant les engagements souscrits d'un commun accord par les États participants à Istanbul, en vue de « prendre des mesures pour éliminer toutes formes de discrimination à l'égard des femmes et mettre fin aux violences contre les femmes et les enfants, ainsi qu'à l'exploitation sexuelle et à toutes les formes de traite des êtres humains » et de « promouvoir l'adoption ou le renforcement d'une législation ayant pour objet d'obliger les auteurs de ces actes à en répondre et améliorer la protection des victimes »,
