The Member States forecasts could lead to under-utilisation of the programme funds amounting to about EUR3.5 billion and moreover the 2003 preliminary draft budget was based on the premise that programmes would be under-executed by EUR2 billion.It should be noted that final payment claims for part of the funds for this period, relating to the 1994-96 commitments for Objective 2 programmes, were due by 30 June 1999.

As required by Council Regulation (EEC) No 1738/93 of 25 June 1993 for an action programme in the field of transport infrastructure with a view to the completion of an integrated transport market[1] , the Commission has adopted draft decisions on the granting of financial support for the 14 additional studies entered in the 1994 budget and thus authorized the corresponding expenditure (ECU 11.5 million) as a commitment under heading B5-700 in the 1994 budget.

1994 BUDGET - MEASURES TO BE TAKEN IN THE JHA SECTOR The Council examined a draft Decision on a joint action concerning cooperation measures to be taken in the JHA sector in order to use at least part of the appropriations for that purpose entered in the Community budget by the European Parliament for the financial year 1994 (ECU 2 million).

In the case of the final report on the 1994 budget the Council decided, as an exception to the accounting procedures laid down in the rules governing the budget of the EDU, not to credit the surplus of the common budget for 1994 (ECU 2 065 000) to the Member States' contributions to the 1996 budget, but to credit it immediately to their contributions to the 1995 budget as amended.
