In a Communication presented by Justice and Home Affairs Commissioner Antonio Vitorino, on the mutual recognition of final decisions in criminal matters (i.e. decisions that rule on the substance of a criminal case), the Commission considers that the principle of mutual recognition should be generally established and applicable in particular to final material decisions.
