When such evidence is provided, it is for the institution concerned to take the appropriate measures, in particular by carrying out an administrative investigation, in order to establish the facts giving rise to the complaint, in cooperation with the author of the complaint, failing which it cannot adopt a final position in particular as to whether no further action should be taken on the complaint or whether disciplinary proceedings must be opened and, where appropriate, whether disciplinary measures should be taken.
