Urges NATO and the US and EU leaders to develop a new and comprehensive plan for the reconstruction of Afghanistan which includes the withdrawal of Operation Enduring Freedom (OEM), the strengthening of ISAF in terms of manpower and other resources, especially those allocated to the civil-military projects, a much higher level of resources for capacity-building of State institutions, justice, police, border police, the education system and anti-drug policies with the goal of Afghan ownership; believes that every effort should be made by the US and the EU Member States to enhance the civilian component of the support efforts and to increase diplomatic efforts towards trying to include the neighbouring countries in attempts to pacify Afghanistan; welcomes the additional financial package in support of Afghan’s reconstruction adopted by the American Congress;

provide in the negotiating guidelines for additional support from the EU for Central American integration and the reform and consolidation of its legislative framework and its institutions – including the General Secretariat, Central American Parliament and Central American Court of Justice –, with the aim of improving their effectiveness, representativeness and legitimacy, in particular as regards the customs union, the free movement of persons, common policies, harmonising legislation and creating their own funding mechanism;

The establishment of Central American integration bodies and institutions such as the SICA Secretariat, PARLACEN and the Central American Court of Justice were steps in the right direction, but what is certain is that Central American integration still tends to be an intergovernmental cooperation scheme that does not generate binding community laws but political agreements, and their final effectiveness depends on the decision of the relevant governments whether to apply them or not.
