However, for certain aspects, in particular the registration and approval of establishments and the traceability and movements of animals within the Union, this Regulation adheres to the approach adopted in the past, which was to lay down different sets of animal health rules for terrestrial and aquatic animals due to their different environments and accordingly different requirements to safeguard health.

This Regulation lays down public health and animal health rules for animal by-products and derived products, in order to prevent and minimise risks to public and animal health arising from those products, and in particular to protect the safety of the food and feed chain.
Le présent règlement fixe les règles sanitaires et de police sanitaire applicables aux sous-produits animaux et aux produits qui en sont dérivés, en vue de prévenir et de réduire au minimum les risques que ces produits comportent pour la santé publique et la santé animale, et en particulier de préserver la sécurité de la chaîne alimentaire humaine et animale.

‘(a)“products” means the products of animal origin referred to in Directives 89/662/EEC and 90/425/EEC, in Regulation (EC) No 1774/2002 of the European Parliament and of the Council of 3 October 2002 laying down health rules concerning animal by-products not intended for human consumption (*3), in Council Directive 2002/99/EC of 16 December 2002 laying down the animal health rules governing the production, processing, distribution and introduction of products of animal origin for human consumption (*4) and in Regulation (EC) No 854/2004 of the European Parliament and of the Council of 29 April 2004 laying down specific rules for the organisation of official controls on products of animal origin intended for human consumption (*5); it also includes the plant products referred to in Article 19.

The provisions of this Annex shall apply without prejudice to the animal health requirements for the importation of products of animal origin laid down in Council Regulation./.laying down the animal health rules governing the production, placing on the market and importation of products of animal origin intended for human consumption.

Pending adoption of Regulations of the European Parliament and of the Council laying down specific hygiene rules for food of animal origin and rules for controls applicable to foodstuffs and animal feed, where infringements of animal health rules are identified, Member States shall take the necessary measures to remedy the situation in accordance with the provisions of Directive 89/662/EEC.
